This sounds like Cisco reformatted, or deprecated a mib, but that seems odd
(and destructive) to external tools in terms of arp or mac tables to do so
if not a bug.  Those are typically pretty standard since the beginning of
time (well, everything but a stupid asa at least).

My suggestion would be to do a snmpwalk against a working and not-working
device, then compare the tables of output for differences.  Should see ip,
arp, and mac data pretty clearly.  Also debug netdisco collection between
working/not-working devices too for differences.  Perhaps Cisco has a new
mib/format for them that needs added specifically for newer devices?

Automation and monitoring with cisco has always been terrible with
inconsistencies between platform/coode, and changes across time, as they
might as well be (and are now) 50 vendors in one that all hate each other.
So much for one neck to choke.
