This is usually handled by your Network Operations team.  If machines are
moving around all the time, I'm sure there are many issues.  ("Name
resolution")

Database servers are typically built for stability, and shouldn't move.  Of
course, this depends on the type of environment you're in.  A maintainable
system structure will remain fairly stable.

The ports for your database servers are probably standardized by your DBA
department.  Depending on the security / flexibility wanted, this (port)
list will vary.  The 'ports' and everything related to the database
environment is maintained by your DBA's...or, they can help out with what's
being worked on.   They usually know what works, and what doesn't...usually
through direct or indirect experience and many hours.  Do you know your
production dba?

The quickest way is to setup a standard.  If there is no standard, work with
your dba to create one...or to understand what it is...afterall...you'll be
the end user, or one of the main persons who will be waking up the DBA,
right?   j/k  :)

Bottom line: It's much easier to remember "what's what" and "where".  Once
the standard is set in place, you may find you won't have any trouble
remembering what's what....but if not, a simple list/file...or admin
database always helps out.
