Although I originally did this work about a year ago (and have forgotten
browser version details :), Peter brings up a very good point, many of these
sorts of problems are browser dependent. I should have specified what
browsers we were talking about. Later versions of IE4 do not display any
tooltip without an ALT tag. Netscape 4.5x still does. I don't have access
to earlier versions any longer :)
I am sure there are probably many other details that could be brought up
about this discussion, I have ignored them for the sake of clarity, brevity,
and exposition (my apologies to those who feel I should have added more
details).
