I had this same problem. You may not need to uninstall/reinstall

It was caused because I had installed JDK1.2 on my machine in the past. I
Installed JDK1.1.7A for ND4.1.3 but I still had the problem.

The problem was that when the Process Launcher tries to start the Service
manager it can't. For evidence of this look in your NT System Event Log

You should see a message like:

The description for Event ID ( 1 ) in Source ( NetDynamics ) could not be
found. It contains the following insertion string(s): [, processLauncher, ]
, Process java -mx100m -classpath ... -baseDir
C:\NetDynamics\NetDynamics40\Program\Properties is infinitely restarting..

I fixxed the problem by manually starting the Service Manager with the
attached  script. You may need to change this to fit your environment.
