if this doesn't work create a new frameset with two frames top and
bottom. The top has the same html as the previous frameset and the
bottom one loaded the desired page.
In the href web event hash the line
command = doAction(event); and instead write
command = load("page_name","new_frameset_name","new_frame_name");
