I haven't found any bugs mentioning this error and only one case that was solved by using CSpDBErrorRecoveryPlan. I gathered that the error occurs when the connection to the database goes down and NetDynamics does not know about it (that's why using CSpDBErrorRecoveryPlan should solve the problem as it will recycle the connection).
