Actually, the Release notes for ND413 Service Pack 1 mention exactly that
issue and claim to have fixed it with service pack 1.  You can check it out
at http://www.netdynamics.com/support/protected/releasenotes/rel413sp1.html
but it requires a NetD username and password, I believe.

There is a known problem with ndCGI running forever and eating up memory
if it gets a URL with truncated SPIDERSESSION value. (IE truncates them
if it is longer than 2k or so.). And to my knowledge, there is an ND
service pack which fixes this. You should be able to get more info on
this from ND Tech Support.

ND 4.1.3 Crashes on Solaris 2.6 with Apache 1.3.6. It appears that the
memory is not freed up by some of ND resource. May be ndCGI or Java VM.
