In theory it is the same as cp's.

#of workers times the # of client per worker for the ds.

Check with support for your versions of nd and database client to make sure
that is true.
Some will not support multiple clients per worker.

I am trying to not have too many clients/worker because we have three dBs.

Service Properties: number of workers = 25 (38)
Worker Properties: maximum database connections per process = 25 (38)
                     maximum db connections per DB = 190
                     number of worker processes = 25 (38)
                     maximum # clients per worker = 5 (5)
CP Service: # workers: 5 
            Max # clients/worker 25

4 cp and 25 clients per workers means you can have a mximum of 4 x 25 = 100 
users.
You are not using the maximum 125 users in your license.
Try 5 cp.

You also should have more database connections for your cp clients (assuming

all your pages uses some db info)

Usually you should have 1.5 times db clients for each cp clients.
In your case if you have 125 cp clients you should have about 190 db
clients.

This is because transactions and non transaction db uses different clients.
