In the past we have limited the total number of rows for something like this
(say to 100), and displayed a message that their were too many rows to
return and the user should try narrowing the search criteria.

I think it depends on how many rows would be displayed if no criteria were
specified.
Factors in deciding how many rows are "too many" would include:
-- processing time at server/dbms and effect on other sessions competing
for same resources
-- perceived delay while all the stuff is pulled over the wire
-- are you dumping all the results into one page, or do you have some
strategy of showing just the first 50 with arrows or buttons to display the
next 50 or whatever.
