This is a wild guess.
The only time I have seen this error and it is under NT is when the database went down.
ND still have the connection in the pool.
The error recovery will work on non transaction connections.
For transaction connections we get this same error message.
The only way to clear this condition is stop and restart ND (or the database service).
All other oracle utility can not recover from this either.
