It's more Oracle related issue, Brent.
2 reasons why:
1) Oracle server uses 7-bit charset database - reinstall it with 8-bit charset.
2) Oracle sql*net on NetDynamics host uses improper charset
- may be 7-bit, may be other - change it.
If NetDynamics server is on NT the problem may be that Microsoft's ODBC
codepage-translators are not installed. Set the regional settings on "Russian"
for example. Don't reboot - it's not necessary. Backup your project files and
property-files.
Completely remove netdynamics
from disk and registry. Especially those property-files. Install netdynamics again.
At the end of installation you must see short time splash-screen "Installing
Microsoft ODBC translators". If not - something wrong. After installing change
regional settings back - without reboot.
