Eliot, Nothing can force an implementation to have to implement either the ietf-interfaces model or the augmentation in the ietf-access-control-list model. I appreciate your desire for modularity and cohesiveness, but I would resist #1, because I feel that the majority of users will be targeting interface-based attachment over time.
