It’s that time again.  The versioning requirements draft is about to expire.  
What should the destiny of this draft be?  The authors of the solution drafts 
would like to see this move to informational RFC since it’s referenced by a 
number of those drafts.  I’m not terribly fond of just bumping this to keep it 
alive, so should this either go away or should we move it forward?
