We (draft-ietf-core-problem-details) had a grammar mirroring RFC 5646 first but 
then came up with (CDDL):

tag38-ltag = text .regexp "[a-zA-Z]{1,8}(-[a-zA-Z0-9]{1,8})*"

based on input that the XML documents have been doing the same for a couple of 
decades already.
