Thanks Kent.

To add to what Kent mentioned about the origins of the document, RFC8407bis is 
a BCP and was trying to update a Standards Document. As such, I asked the 
authors to split Section 5.2 out of RFC8407bis into its own short document that 
is on the Standards track.

It should be a short read.
