Would adding the following as a 2nd paragraph to the Introduction work?

The XML encoding for YANG modeled data was originally defined in [RFC7950].
The IETF consensus is to move the normative definition out of RFC 7950.  This
document, modeled after [RFC7951], achieves that goal.
