Netsukuku is still in development.
I have been one of very few active developers recently.
There is a quite working program at the moment.

I suggest you to read this page of mine.

As you can see, the page instructs you to get the code from the
repository in a particular branch, not in the trunk. If you are not
used to subversion, well, this means that the version of the code you
get is not exactly the "official" one.
Anyway, for almost 2 years this branch is the only one that has seen
development.

You can try this code right now and deploy a network in your area. You
are very welcome to do this and also to report any issue and bugs.
Things should work, and if you report bugs they will likely be
addressed quite quickly. Anyway the protocol is not set in stone, and
you will need to update the code in each and every of your nodes when
fixes show up.
