Okay, well, if it's a layer 2 tunnel emulating Ethernet, then there's no
problem.

I take it Netsukuku works over Ethernet frames, but not over IP?

In that case, does Tinc tunnel over IPv6?

But I have learned the hard way to be very skeptical of FOSS project pages.

They are almost guaranteed to be over 3 months out of date, and even
directly browsing the git, mercurial or cvs repositories is unlikely to
help, since many projects dont even include much in the way of
documentation along with the source code.
