That is the same as mine - Fetch_NS version 2.10 of 17-12-2012 which does what I said above. Before deleting the old version it also quits any NetSurf that is running then restarts the new one. But a good day happens about one in three. More common is that it forces NS to quit, deletes the current NS then fails to find the new one.
