Sorry, Max, but you've got it all wrong.
PDF files are a pretty good idea, taking all things into consideration.
They are *not* just another form of image file and they *do* contain
recoverable text and images. (And they've been around a whole lot longer
than HTML...)
If the .pdf file is created from a scanned image then it will, of
course, be no more useful than the original image. Most .pdf files.
however, are created via software from files containing the original
text (in WP format) and embedded pictures.
The XPDF Utilities (for DOS and LINUX) will extract ascii from .pdf
files.
