Long time no type.

If you can actually boot to C: drive skip everything I've written here
and just send me a copy of your config.sys and autoexec.bat files.  If
you can't boot to C: drive, if you must use a floppy, then read the rest
of the message and see if you can figure out where you need to start
over.

Fdisk.exe and dos format are two different things.  Fdisk will partition
and set the primary drive as active.  Fdisk will not do a *high* level
format or load anything onto a drive.

format.com must be run to make the drive ready to load the software onto
it.  After that format you have to make the drive bootable by installing
the appropriate system files.  That's what the sys command is for.  You
need to have a bootable diskette with the DOS of your choice on it.

That means you must boot to the floppy diskette and after formatting the
hard drive you have to give the " sys c: " command to transfer the
system files to the C: drive.  If you put files on first, before
transferring system over, when you try to transfer them over there won't
be room for them.

Which means you would then need to format c: again and put the slash s
switch on to automatically transfer the necessary system files.  That
command line would read:  format c: /u/s

The /u command is for unconditional format; that keeps any 'backups' from
stealing drive space and you want a clean, virus free, drive anyway. 
The /s command transfers over the system files to the harddrive.

If the system files never got put on the harddrive, that is your basic
problem.

If the system files did get transferred over to the harddrive, and the
c: drive does boot, the the problem is with BIOS not being able to find
Command.com

If you have command.com in a dos directory, you must have the dos shell
set up in your config.sys and comspec set in your autoexec.bat for
things to run properly.

I'm going to stop here.  By now you should have figured out where the
problem is, so let me know where you are, what you want to do.  Then we
can take the next step.
