I made the same test using Net-Tamer in a DOS window in Win 3.1. Win
3.1 allows only 1MB of extended memory to Net-Tamer in a DOS window
(regardless of how much memory you actually have). I had no problem
using Base64 to attach an 800K zip file to a reply with quoted text. I
am now more convinced that it is some problem related to "ramboost" and
that the thing to try is to disable "ramboost" and see whether that
makes a difference.
