Here is a simple solution that will probably work. It isn't
the "best" solution for his problem but it is one that he can
easily implement without having to learn how to change his
settings:
Apparently the default behavior of Outlook is to encode a DOC
file as base_64. The default behavior in trying to encode a
EPS file is to encode it in a format that is incompatible for
transmitting binary data.
Tell this guy to simply rename the EPS file to a DOC file and then,
hopefully, Outlook will encode it as base_64.
After you receive and decode the attachment you can re-rename the
file as an EPS file.
That should work. Have a go at it.
