PPC64LE Linux is the primary focus of Linux on Power. The PPC64LE ABI specifies Power8 as the minimum ISA. GLIBC 2.16 or higher will be available on all such PPC64LE Linux systems. I doubt that an older, PPC64 Linux big endian system would install the latest libgcrypt and that configuration only is in maintenance mode for customers. Again, it's your choice, but I would not invest a lot of effort to support such a rare, old configuration that is unlikely to use a new release of libgcrypt.
