Interesting take on multiple standards by Mr Rai. BTW it seems the outcome would be no standards as of now, and who ever comes first will set the standards for others to follow, for the sake of backward compatibility.
IMHO this is how a hypothetical e-governance projects can go about in India. Scenario 1: -------------- 1. The Govt dept knows the problems/ inefficiencies as it is dealing with them daily. 2. The vendor knows what software it has for selling to whoever can come in the trap. 3. Somehow both meet and Govt dept tries to match their requirements with whatever is available. 4. Vendor makes a sale and Govt dept assumes this software will solve all its problems. 5. Profit for vendor 6. After sometime Govt dept realises the truth and goto 1. Scenario 2 ------------- 1. The Govt dept knows the problems/ inefficiencies as it is dealing with them daily. 2. The vendor knows what software it has for selling to whoever can come in the trap. 3. Somehow both meet and this time the Govt dept has become a little smart from its previous experiences. 4. Govt dept puts forward their actual requirements, provides domain knowledge, sponsors/ funds the development of software. 5. Vendor builds the software and licences one copy for use of that Govt dept. 6. Vendor has a products for sale at no cost, profit. 7. Other Govt dept come to know of the vendor and the use of vendor software products in one Gopvt dept 8. Other Govt dept also buy their own licences and possibly goto scenario 1. Scenario 3 ------------- 1. The Govt dept have become even more wiser, this time they put in a clause for IPR and open standards and FLOSS. 2. Vendor fights back for control on the plea that they already have IPR and better standards/ better proprietary technologies/ software for the said field. 3. Vendors try to push back the Govt dept in scenario 2 or even better goto scenario 1. 4. Profit.
