I remember that, when Eben Moglen visited Thiruvananthapuram a couple of years ago, there was a meeting in which Prof. Prabhat Patnaik had presented a talk where he showed clearly that, if I remember right, innovation did not depend on financial incentives. I don't exactly remember the details. But it was a short presentation before Eben's talk. I will try to see if the details are available somewhere. Best -- V.
