Did you guys see the call for participation by the Govt of India for the UID project?
Just search for the word "open" in this document <http://www.uidai.nic.in/tenders/code_contribution_to_uidai_final.pdf>. This document is very supportive of open source development model and open standards. They have gone to the extent of releasing a very elaborate documentation <http://uidai.gov.in/tenders/RFP_ASDMSA_Volume_II.pdf> about the design principle and goals. Putting out the plans for the project in this detail this early sends extremely good signals into the FOSS community of developers.
