Well I do not know. Maybe the documents was prepared by different people at different points of time. We are being pessimistic here. I have not known any other Govt project to have adopted such an approach to developing software. Even if they do not explicitly mention that it will be FOSS, we can atleast sense a shift in thinking on their part.
