Given the amount of time that has passed between FOSS adoption in
these states it would be good to have an independent study done to
assess the improvements in place and, also the potential loopholes
that need to be addressed.

I note that you did not mention PLoS or, BOAI like initiatives - is
there a a report somewhere about progress along those lines when it
comes to India ?
