Given the amount of time that has passed between FOSS adoption in
these states it would be good to have an independent study done to
assess the improvements in place and, also the potential loopholes
that need to be addressed.
IT For Change did a study comparing the Kerala model with the Public
Private Partnership (PPP) model followed by other states. It found
that the Kerala model was clearly superior. The report is at:

At the Jaipur workshop one of the Master trainers from Kerala spoke
about their experience and it was impressive how empowered these
teachers were. The teachers are now so technically savvy that they
create their own spins.
