Interesting.
This is a kind of enforcing users to use IE. I think the Website developers hired to develop are unable to develop websites which look great also in firefox or any browser other than IE, so put on the message on the websites, as this one ;-)..

Although the possibility seems highly remote, but I can't help doubting this. it has happened time and time again and I don't think developers are so dum that they can really not know firefox or not using it. Further more, it is now a days a trifle hard to develop browser specific web page, given all the ajax and java script improvements, topped up with very very popular libraries like YUI.
