Well I know of a college in goa where the princi goes a step ahead and infact consciously discourages free software or open standards.
I had even twitted about this a few months ago.
he says that these free software are highly unorganised, unprofessional and are just a hobby driven "time pass". They don't have respect in industry and IT means commertially sound companies like microsoft who know what they are doing and hense have the world stand by them. The HOD Mr. Parera and a few other faculties had tryed to bring foss and open standards. Let alone GNU/Linux, the principle Mr. L. Maskita does not even allow students to try LaTeX. docx is a compulsion and students are in the impression that microsoft is the only OS making company and they are the ones directly or indirectly responsible for getting the students jobs.
So what do you think?
I guess this is a story of not one college which I have seen personally, but many others.

    This circular was just for files sent by different departments of
    the university. They don't entertain any electronic communication
    from students.

    But you have just noticed the tip of the iceberg. The concept of
    open standards is alien to the university think-tank(which doesn't
    seem to exist) .The syllabus for all the courses explicitly
    mention that students should learn use of (pirated) proprietary
    softwares(MS Office, Autocad, Matlab, Dreamweaver, Flash, Oracle
    DB, Rational Rose etc). Neither any college is willing to adopt
    any open standard(because the highly qualified faculty of all the
    colleges is unaware of the wonderful world of free software.
    Infact they aren't aware of the basic features of proprietary
    software packages either :-( ) .
