Unfortunately, imo, this seems to be a very deliberate attempt to 
obfuscate the definition of freesoftware and thereby open the door to 
closed software for use in egovernance, rather than explain 
freesoftware..

There are ample examples explaining the freedom aspect which are 
technically and legally correct. The term Public software is 
technically and legally wrong. The url posted by the op is factually 
wrong.

Since Guru has been speaking on FOSS, writing papers, etc. I am 
certain he is well aware of facts, legalities and the glaring mistake 
in usage of the term Public software v/s freesoftware.
