If the PIO refuses to provide info, then you should complain to CIC (no fees are involved) scan all documents and make copies then http://rti.india.gov.in/ http://rti.india.gov.in/complaint_index.php http://rti.india.gov.in/rti_direct_complaint_lodging.php Also you will need to send hard copies of all related documents by speed post to the info commission office. (attach them while doing the on-line version as well) Remember that you do not need to provide detailed info about "why you are asking for the information", but should argue clearly that "the context falls within the purview of the RTI act" rtiindia.org will also be helpful.
