I was happy to see a section on 'Public Funding'.
Public Funding needs to be seen as an integral complement / supplement
to community efforts to build and strengthen a free and open digital
society. This means a continuous open dialogue between the two is needed.
Also by stating that 'The Internet is an essential tool for establishing
contact between creators and their audiences. This is one of the reasons
why everybody must be guaranteed non-discriminatory access to it', the
declaration emphasises the need for 'network neutrality' (or 'network
equality')
