Hi, India Census 2011 data are available in the government website http://censusindia.gov.in/ Detailed tables are available in http://censusindia.gov.in/2011-prov-results/prov_rep_tables.html in PDF as well as "Excel Version"

The material may be downloaded without requiring prior permission. Any other proposed use of the material is subject to the approval of ORGI - New Delhi. Application for obtaining permission should be made to ORGI, New Delhi [...] I am a bit confused about this, What is meant by "Downloading without permission"? Census data is very data used in many places. People looking for population, literacy, etc often land in Wikipedia pages and not in these websites. So if we copy this data and put in wikipedia artcle about India or a State in India, does it cause any copy right violation? Is there any thing we can do it get this copyright statement corrected? Either to"Public Domain" or any permissive licenses?
