Well, I do not expect such answers in FOSSCOMM list. M$ folks will be
rolling on floor by looking at your answer.
FOSSCOMM must decide its role and assign duties rather then just
having a part-time mailing-list fun !

We must analysis
1) how these company get tendors
2) What are the software govt need
3) creating an anti .NET agenda and advocate in in govt or setting up in policy.
4) Who are the key-persons in govt or decision makers and how to approach them
