A lot of nonsense to support the same old caboodle who would give you a landline after a 10 year wait. R & D requires a strong independent economy to sustain it's costs. Not the artificial monopolies created by the government. None of the developed countries is independent of other countries. However all of them do have independent microprocessor designs for fabbing at some fab or the other. That none of them use such designs due to the exorbitant costs involved in maintining such systems for any reasonable period, is a different story. In the case of India (and other individuals) there are ample number of independent open cores for use in some critical application, with the same set of caveats.
