Actually the SS7 system, as well as most of the software and hardware are COTS 
components (afaik all are cots), so they are actually buying FOSS stuff 
without knowing. So as far as landlines go there is nothing to stop someone 
from building their own switches and exchanges and being 100% compatible to 
any other system. Infact that is precisely what one can do with a T1 line, a 
T1 card (dont remember the exact number) and asterisk / opensip / 
freeswitch / several other such FOSS software. If one were to string the 
trunk line, one could be  a completely independent voice / data landline 
provider. Ofcourse the devil is in the details and one would be very 
hardpressed to rollout on a large scale without huge teams of very competent 
engineers - this is what the MNCs have done while everybody was sleeping, and 
they now command top dollars for the guarantee of successful and swift 
deployment.

On the wireless front, the exact same can be achieved over wifi.  and any wifi 
capable handset. Using USRP (a super FOSS software defined radio 
hardware-software combo) and a BTS IC costing $700 you can rig up a cell 
station.

All the above ofcourse debarred to us serfs by the government, which has 
erected artificial capital barriers that preclude small scale deployments and 
heavily skew the whole arena in favour of moneybags.
