A RTI application asking for support papers / study in favour of
decision needs to be moved very fast.
Information may be sought specifically under sections 4 . 1 (c) and (d)
of the RTI Act, which kinds of information is required to be proactively
disclosed, and therefore also to be provided free of charge on being
asked. These sub sections read as follows
c) publish all relevant facts while formulating important
policies or announcing the decisions which affect public;
d) provide reasons for its administrative or quasi-judicial
decisions to affected persons.
