Great attempt. If the money getting saved is tracked, then such funds
could be used to create a (or multiple) training and development
centre(s) using programmers available in-house for developing public
solutions. If enthusiasts from academics or schools join such
development projects, then they can be monetarily rewarded for their
participation and contributions. That way TN can show the world a
working model of sustainable service model using ICT.
