For sure - our report could also explain why TCO is an incorrect measure. We could feature quotes from list members if they give us permission to do so. We could also suggest ways in which TCO could be reframed to take into account other factors. Finally 'lines of source' is also an important issue for the Govt. I heard at the SecureIT conference first hand from a senior Navy officer that the Microsoft sales team told them 'you can't trust FOSS because Chinese hackers/developers submit code and have introduced back-doors which could be exploited during a cyber-war.' Is there any research or data available that will help us quantify contributions to FOSS projects based on country? This would be useful in dismantling this bit of FUD.
