Reminding everyone that copyright and licence are separate.  Copyright 
automatically vests with the authors; however, the authors (or their 
sponsoring organisation) can choose any licence to release the document 
under.  If would be excellent if an appropriate CC licence (note: not 
all CC licences are free) is chosen.
