Not *the authorities*, but AICTE.

As we have seen in the case of Kerala, individual bodies dealing with
education need to be engaged as an ongoing activity. While policies may be
announced from time to time, there is much in education that is necessarily
discretionary, and things that ought to be dealt with firmly also fall prey
to *lobbying*, as they call sifarish in the USA.
