it is generally the community and good faculties, HODs who play the most important role. And yes in the long run we will have to do some thing comprehensive on a legal level, but a bottom up approach is what I recommend.

    That's why I said difficult,
    We will have to fight and it is always the community that has an
    upper hand provided enough sensitization happens.
    Schools, colleges and faculty members need to be properly briefed
    about this.  I am sure if some kind of a campaign is started and
    along with demos we also make a strong point to the few authorized
    sensible and honest people, (the combination of all these features
    is absolutely necessary ), then some thing good may come out of it.
