The tender was published on 10/6/2014 and is available at [1]. It is a requirement for a set of compilers to build the WRF (Weather Research and Forecasting Model). From a brief google search trail - the following link[2] shows that gcc can work. Cannot comment on whether this tender is due to the technical/administrative incompetence of the organisations staff, or that perhaps someone has shown significantly improved performance with a proprietary compiler. It may, actually, be an opportunity for FOSS SMEs....
