I'm not aware of any stated guidelines, but I believe that aside from
initialization, most drivers send link failure/repair notifications
"immediately". in.mpathd itself has a very basic form of link flap
detection via LINK_UP_PERMIN.
I was actually thinking that this form of debounce maybe should be
handled automatically by nemo. I suspect it would simplify a lot of
drivers that have their own code to debounce these notifications.
