FWIW, bouncing during hardware initialization actually is IPMP-toxic, in
that it triggers spurious failovers at boot.
Good to know. Is there some guideline on how timely link failure
notifications should be, though?
I suspect we want different behavior during the initial "attachment" to
a link, and from then one immediately report failures so that IPMP can
immediately react.
I don't know how hard it is to detect when a link has stabilized after
the autonegotation etc.
