ip_squeues_fanout should have made your connections fanout.
However, if the connections were all established within a
short timespan (less than 0.01s) you might have hit this bug :
6364567 ip_squeue_fanout doesn't fanout incoming connections to
different CPUs

If this is it, does the workload you need to model
also establishes it's connection in a short timespan ?
