Just to throw my $0.02 in on this, I'd suggest thinking about:
* kernel networking (protocols, frameworks, etc)
* network project discussion
* network administration (routing protocols, tools, configuration, etc)
* networking APIs (sockets, RPC, etc)
* general networking discussion/questions (for people who want to ask
  questions but don't know where to go)

To pose the question in a different manner, where would I discuss:
* changes to ifconfig
* changes to TCP
* changes to the sockets API
* what did the IP instances project do
* using DHCP/snoop inside of a zone
* I can do X on Linux, how do I do something similar on OpenSolaris
* performance projects with my T2000 network drivers
* adding a new field to dblk_t
* removing ire's from the kernel
* code reviews for small projects not big enough to have their own lists
* why doesn't telnet work
* creating a new framework for IP<->device drivers
* proposing/discissing  new projects
etc.

On top of any discussion forums, I'd like to propose we have
networking-announce (moderated)

The goal of this is to:
* announce new projects
* announce new contributors
* announce code reviews being opened
* announce project documents for review
* announce when projects are putback into opensolaris
* support regularly posting an FAQ for opensolaris networking
etc.

...where the expected behaviour would be to either:
* email the project list and cc networking-announce or
* email networking-announce only

Actually, come to think of it, I can't see why we can't have a 
networking-announce
created now :)
